Anna Kulińska
counselDr Anna Kulińska heads the State Aid and EU Internal Market Regulation practice.
She advises on state aid law and EU law, including the rules for functioning of the internal market and sectoral regulations. She assists clients in seeking financial support from Polish and foreign sources, including EU funds, Norwegian funds, special-purpose grants, subsidies, tax exemptions and incentives.
In M&A transactions and investment processes, she verifies whether the conditions for receiving state aid have been met and maintained. She assesses whether legal and organisational changes in companies comply with state aid requirements.
She takes part in notification proceedings and in complaints to the European Commission over unlawfully awarded state aid. She supports clients in proceedings seeking reimbursement of state aid and related negotiations with public authorities.
She drafts legal opinions and conducts training on state aid issues, in particular erroneous determinations of SME status and reimbursement of financing.
She has many years of experience working with EU institutions and agencies, and interned at the General Secretariat of the Council of the European Union. She was also professionally engaged in the EU legislative process.
